Greece might consider adopting voluntary agreements for energy efficiency. The agreements could mandate the replacement of motors based on the recommendations from energy audits that showcase a high Internal Rate of Return (IRR) or a low payback period.
Ongoing programs in Wallonia, Flanders, Finland, Lithuania and Luxembourg have proven successful in setting up voluntary agreements with industries. These examples could serve as valuable models for Greece.

The stakeholder consulted during the EU-MORE co-creation workshop provided the following feedback:
"Previous attempts of implementing Voluntary Agreements programs in Greece were unsuccessful, as the market is small, highly competitive, and characterized by low levels of mutual trust."
