Portugal could increase its energy-saving targets for SMEs to achieve greater efficiency gains.
- Current Policy: Companies consuming under 1,000 toe/year must reduce energy consumption by 4% over eight years.
- Proposed Improvements:
- Increase the reduction target or shorten the compliance period to drive faster action.
- Provide financial incentives, tax breaks, or technical assistance to support SMEs in meeting new goals.

The consulted stakeholders highlighted the need for shorter audit intervals under the SGCIE (currently every 8 years) and support for measures with paybacks exceeding 3 years (e.g., subsidized interest, subsidies).
It was also suggested that more ambitious targets should be set for SMEs voluntarily adhering to energy audits, supported by programmes like PPEC (Plan to Promote Efficiency in Consumption) or the Environmental Fund.
The importance of monitoring systems to promote energy management systems (ISO 50001) was also emphasized.
