                        <title>The Italian White Certificates Scheme</title>

                        <content:encoded><![CDATA[<p><span style="font-size: 12pt">Under the White Certificate scheme, introduced in Italy in 2005, energy efficiency measures undertaken by industries are certified by accredited entities.</span></p>
<p><span style="font-size: 12pt">The scheme, managed by GSE, prescribes that distributors of electricity and natural gas annually reach specific quantitative goals of primary energy savings (in TOE).</span></p>
<p><span style="font-size: 12pt">The obliged subjects can fulfill the mandatory savings in two ways:</span></p>
<ul>
<li><span style="font-size: 12pt">Directly implementing the energy efficiency projects admitted to the mechanism</span></li>
<li><span style="font-size: 12pt">By purchasing certificates from other entities admitted to the mechanism</span></li>
</ul>
<p><span style="font-size: 12pt">In addition to energy distributors, other voluntary entities can also participate in the mechanism, typically energy service companies (ESCOs) or companies that have appointed a certified energy manager.</span></p>
<p><span style="font-size: 12pt">Companies have two ways to implement energy efficiency projects:</span></p>
<ul>
<li><span style="font-size: 12pt">"<strong>Final balance projects</strong>" (progetti a consuntivo): require precise ex-ante and ex-post measurements of the intervention</span></li>
<li><span style="font-size: 12pt">"<strong>Standardized project</strong>" (progetti standardizzati): allow to quantify the energy savings based on a calculation algorithm and on measurements of a limited sample of the quantities characterizing the intervention (upon specific conditions of repetitiveness and non-economic convenience). The standardized project must have generated energy savings of no less than 5 TOE.</span></li>
</ul>
