                        <content:encoded><![CDATA[<p><em><span style="font-size: 12pt">Purpose and Methodology of the EU-MORE Policy Review</span></em><br /><br /><span style="font-size: 12pt">The EU-MORE Policy Review aimed to quantify the reduction in electricity consumption achieved by policy measures in each EU Member State. The reviewed policies were first categorized by their target sector, using the Odyssee-MURE database's classification system. Sub-sectors targeted by specific policies, such as "Industry – Energy Intensive Companies" or "Municipalities", were included.</span><br /><span style="font-size: 12pt">Data Sources for Impact Estimation</span><br /><span style="font-size: 12pt">Electricity consumption data was gathered for each Member State in the industrial, service, and residential sectors. Data sources included:</span><br /><span style="font-size: 12pt">Industrial sector: https://www.odyssee-mure.eu/</span><br /><span style="font-size: 12pt">Service and residential sectors: https://ec.europa.eu/eurostat/web/energy/database</span><br /><span style="font-size: 12pt">For Austria, Croatia, Greece, Italy, Poland, Portugal, and Slovakia, final energy consumption data for the "Industry – SMEs" sub-sector was obtained from https://leap4sme.eu/wp-content/uploads/2021/07/LEAP4SME-D2.1-SME-energy-and-economic-mapping-in-Europe.pdf. In these cases, the national electricity share of final consumption was used to estimate the sub-sector's electricity consumption. Electricity consumption in the "Industry – Large Companies" sub-sector for these countries was estimated as the difference between total industrial consumption and SME-related consumption.</span><br /><span style="font-size: 12pt">Disaggregated electricity consumption data was not publicly available for the sub-sectors "Industry - Energy Intensive Companies," "Buildings – Public," and "Municipalities."</span></p>
<p><br /><em><span style="font-size: 12pt">Estimating Electricity Savings</span></em></p>
<p><span style="font-size: 12pt">A qualitative "Policy Level Impact" score (High, Medium, or Low) assigned to each policy measure in the country reviews was used to estimate electricity savings. For example, a policy targeting the entire industrial sector with a "High" impact was estimated to save at least 0.5% of the national industrial electricity consumption.</span><br /><span style="font-size: 12pt">The overall impact of a policy measure (the sum of its impact on each targeted sector) was calculated when all sector-specific impacts were available. This approach allowed for estimating the overall impact of approximately 60% of the analyzed policies across EU countries.</span><br /><br /><span style="font-size: 12pt"></span><span style="font-size: 12pt"></span><img src="https://eu-more.eu/wp-content/uploads/2024/03/Policy-measures-impact.jpg" /></p>
<p><em><span style="font-size: 12pt">Limitations of the Methodology</span></em></p>
<p><span style="font-size: 12pt">The adopted methodology has major two limitations:</span><br /><span style="font-size: 12pt">Lack of Sub-sectoral Data: Comparisons between EU countries are not possible due to the absence of sub-sectoral data for all countries.</span><br /><span style="font-size: 12pt">Lower Bound Estimation: Due to the lack of sub-sectoral data, the methodology provides a lower bound of the achieved electricity savings, not an exact estimate.</span><br /><span style="font-size: 12pt">These limitations acknowledge the potential underestimation of the actual impact of the policies.</span></p>

                        <content:encoded><![CDATA[<p><span style="font-size: 12pt">The <strong>EU-MORE Policy Review</strong> has analyzed 64 policy measures that were previously or are currently implemented across the 27 EU Member States. This analysis highlights a predominance of financial measures, accounting for 56% of the total. </span></p>
<p><span style="font-size: 12pt">These are comprised of subsidies (45%), a combination of subsidies and loans (5%), and loans alone (5%). </span></p>
<p><span style="font-size: 12pt">More than half of these policies target the industrial sector as a whole, with 17% focusing on small and medium-sized enterprises (SMEs) and 15% on energy-intensive and large companies.</span></p>

                        <content:encoded><![CDATA[<p><span style="font-size: 12pt">As Deliverable D2.2, <strong>EU-MORE</strong> has conducted a <strong>Policy Review</strong> aimed at listing and analysing policies promoting the <strong>replacement of inefficient electric motors</strong> in industry across the 27 EU Member States.</span></p>
<p><span style="font-size: 12pt">We've discovered a total of <strong><span style="text-decoration: underline">64 measures</span></strong>—some from the past and others still active today—that support motor replacement either directly or as part of cross-cutting policies.</span></p>
<p><span style="font-size: 12pt">Our report offers an overview of these measures, including general statistics and insights, as well as a detailed breakdown for each Member State, which you can find in the annex.</span><br /><br /></p>
