Flanders - Voluntary Agreements in Industry

This measure was firstly issued in the Flanders Region with a Benchmarking Covenant (for ETS industry, 2002-2014) and an Auditing Covenant (for non-ETS industry, 2005-2014). In 2014, the Energy Policy Agreements were introduced until 2020 and the measure was then extended until 2025.
The Agreements involve both ETS and non-ETS energy intensive companies (Primary Energy Consumption > 0.1 PJ), which commit themselves to:
- Implement an energy audit every 4 years;
- to set up an Energy Plan, to identify profitable Energy Efficiency Measures and to implement those with an IRR after taxes of at least 14%;
- to report annually on the measures implemented, the energy consumption and CO2 savings achieved.
The Flemish Region commits itself not to impose other specific measures to the companies fulfilling their obligations. It will also simplify the administrative burden of companies by not requiring any additional reporting on energy.
The achieved impacts in terms of energy savings are reported below (source: ODYSSEE-MURE).

The report does not provide figures on the implemented energy saving measures, thus it is not possible to assess the contribution related to electric motor replacement.
